Discretionary Grants Each year, the United Way of Central Maryland Community Partnership of Carroll County awards thousands of dollars in discretionary funding to local health and human service agencies in, or serving residents of, Carroll County. United Way’s discretionary funds are used to support programs directed at people demonstrating the greatest need under United Way's key focus areas: These proposals will be reviewed and voted upon by local Carroll County volunteers and partnership board members.
